At a press conference Monday at the state police barracks in Philadelphia, Police Commissioner Danielle Outlaw repeatedly claimed that her department had no advance notice about the illegal drag races staged at five different locations around the city last weekend, races that were attended by hundreds, if not thousands of unruly people.
