On Monday in Philadelphia Common Pleas Court, a judge tossed a perjury charge against former Police Officer Daniel Levitt, whom the D.A. contended had lied about the discovery of a 9 mmm handgun during a police search of a minivan that had racial implications because the vehicle was occupied by two black men.
