A lawsuit filed last week on behalf of Jeff Brown alleges that J. Shane Creamer, executive director of the city’s Board of Ethics, colluded with reporters at The Philadelphia Inquirer to put a “media hit” on Brown that killed the wealthy grocer’s campaign for mayor.
