The Philadelphia Inquirer has been cheering on the city’s Board of Ethics for cracking down on Jeff Brown, the wealthy grocer who’s running for mayor, as well as the PAC that funneled nearly $3 million to Brown in campaign contributions that were over and above the city’s legal limits.
